SPA1001設置還是硬件問題？

I am not sure its the setting or hardware. But my SPA1001 has been working intermittently. When it doesn't work, it has IP address 0.0.0.0. I tried to set static IP then it doesn't work at all. Any idea or recommendation? Please help!
