I think in the fan is controlled by motherboard in 4700. Depending on the temp, it should adjust the fan speed.

If your fan does not speed up when it is hot, I am worried that your motherboard has a problem.

Adding a new case fan close to hard drives and connecting directly to a 4 pin plug (the one powers hard drive) may help.
