Questions about Pageplus Cellular

I bought a prepaid cell phone from Walmart, and activated on Verizon first. Now I'm trying to switch the service to Pageplus Cellular. On PP's web site, selected "Shop Online" > "Activate", and received Error. Tried to call customer service, always busy. Is this "normal" for PP? Is there any other wireless provides available?
