請教VOIP高手們(含fitwxc)一個 dial plan 的問題

我在sip device 設置了 nonoh.net, 一切正常, 可以接電話. 打電話時拿起電話有dial tone. 一個問題是: 當我撥打一個美國的號碼時, 總是說, your number is invalid, please dial two "0" first, then country code and phone number.... 我想一定是我的dial plan (如下) 有問題:
"911|611|411|311|0.T|<:1408>[2-9]xxxxxx|[2-9]XXXXXX.T|[2-9]XXXXXX.#|1[2-9]XXXXXXXXX|011X.T|011X.#|*6X.T|*00|*0X|*1X|*20|*82"

請問我應該怎麽設置 dial plan 來達到如下的效果:

1. 打local 電話, 我隻要撥打 7位數字 xxxxxxx
2, 打美國,加拿大長途, 我隻要撥打10位或者11位 xxxxxxxxxx or 1xxxxxxxxxxx
3, 打美加以外, 我先撥打 011, 然後加 country code, 區號,電話號碼.
比如北京的電話: [phone]xxxxxxxx
