Have you tried

Start | Run | iexplore.exe -nohome -extoff?

If it still doesn't work, maybe something screwed up in the registry. Uninstall/Reinstall or restore to a previous snapshot if you like. If I were you, I would switch to another browser. Apple's Safari, Google's Chrome and Mozilla's Firefox are all much better than IE 7.
