Why can't I see the File menu in Internet Explorer 7?

To maximize website viewing, the File menu may be hidden by default. Most menu options can be accessed from the toolbar. To view the File menu simply click on the ALT key
I tried:

1.ALT key

2. registry;

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\WebBrowser\]
"ITBar7Position"=dword:00000001

uncheck the menu bar on the Tools option, ( unable to uncheck it)

None of them helps.
