Windows 2000 Prof.: Problem on Account Privileges

Actually my account is the administrator account but any device changes (can't access device manager), even time/date changes are not allowed. The error message is always:

"You do not have sufficient security privileges to install or uninstall devices. Please contact your SITE administrator....."

Please help . Thanks.
