很有可能是你的locale沒有設成PRC

Control Panel -> Regional and Language Options
select Advaned tab
There select Chinese (PRC) from drop down list.

Then OK.

You need to restart your PC. After restart you should be able to install Chinese software without issue.

You may need your install CD to install Chinese font.

The above is about XP, if yours are not XP then you should be able to figure it out by yourself.
