Help!!Can not find Ctr Panel

I am using Win2000, For some reason, I am not able to find my control panel anymore, In Start menu, the "setting" is missing. When I search Control Panel, nothing found, when I go to System/System32, I double click Control.exe, nothing happend.
Can anybody tell me why?
