It is quite simple to do it in PHOTOSHOP 8.0 CS:
Select the area you want and then:Image ->Adjustments ->Bright/Contrast

If you don't have PHOTOSHOP 8. Try to copy & paste the area to a new layer(on top of the orginal image but in the same position), then adjust the new layer
