IE7 about:NoAdd-ons error every time I open it?

I have a half year old Dell PC with xp.

I Have a problem with IE7 (just installed) every time I open it and use it it is locked on add-ons disable? I have tried looking for a way to enable them but when I look into the settings (Tools / Internet Options / programs/Manage Add-ons) they all show as enabled. How can I get IE7 working again as it is very frustrating!
