ping 127.0.0.1 first, then ping your own ip address (manually assign one) then ping gateway of your ISP, after that ping your ISP's DNS server IP address. If all works fine, this could be your IE issue. If you fail at ping 127.0.0.1 and your manually assigned IP address, this could be your network card issue, replace it or put it into another slot and try again. also, try to use a different cable.
