當xp 麵世時，老美同事（管係統的）就給我接受過xp 此一特點，我當時就不喜歡，嫌太慢了。

這是how to turn on smoth scrolling:

IE -> tools -> options ->, then pop up the window

click the tab of "Advanced"

find the lable of "Browsing"
then look for the check box of "Use of smooth scroll"
then you can turn on or turn off this function.
