求教有關亂碼問題

我用window自帶的中問拚音打字。如果直接打在internet explorer /or Netscape 上，發email,不少收信者說都是亂碼！同樣的內容，我cut and paste to windword and attach to the email, they all said OK. Why the difference? How can I fix it?
