Help on Win98SE start

Does anyone know how to resolve this? I got a PIII 500 PC with no OS. I formatted the HD and installed the Win98 SE. Everything looked fine. But when I restarted the PC, the Window98 page showed up for several seconds and then screen became black with a flashing underline on the left up corner and hanging there. I can start with SafeMode without problem. I can also start with step by step but the msmouse.vxd step takes about 10 seconds. How I can I make this PC work?
