Two ways you can try:
1. Set windows firewall and temporally (Temporally!! Temporally) turn off
Start—Control Panel –Security Center—Windows Firewall—off.
Try to download your EXE.
Put “ON” back after you trying!!!

2. Set Internet properties
Start—Control Panel –Security Center—Internet Options—security Settings –on the “Reset custom settings” drop down list select “Low” then click “Reset”. Button.
Try to download your EXE.
Put original value back after you trying!!!
