have the hiring manager rejected me already? If yes, Is it weird

This is Intel, not recruiter. The intel hiring manager kept telling me that since the position is high,they could not find qualified person easily. I was also told by side that there were a quite few candidates on-site interviewed before my interview, and the position had opened for a while.

I can not figure out why made him change mind within one week. I can feel that he just did not want to give me an offer.I try to figure out what the root cause from my side, and I really do not understand his last E-mail clearly. two week later, one of intel friends told me that the position is still make in progress.
I guess the last mail is to reject me in different way.
