our whole division is cut

Our company wants to cut a while division on our site. A lot of people are affected.

But they offer about one third of the head count transfer to another orgnization and do interview.

They have only one manager opening. Previously there are 3 or 4. I am wondering in this case, who get cut 1st. Should be the managers?

Anybody has similar experience to share?
