World economy has been screwed up badly by the unintended consequences of "good-or-bad" intended laws and polices like the one you just proposed. 

If it's that simply, why not make a law declaring that everyone is only allowed to work up to 20 hours a week and requiring the minimum wage of $100 per hour ($100K a year). Bingo, problem solved, everybody happy forever, right? Won't that be great? 


France will the next major domino to fall, exactly due to the reason you just mentioned -- "they basically are in vocation or on strike".
