I know somebody got it

the situation was:

the hiring manager was in the very top position himself;

the applicant had many more holidays in his original job;

this was "appointed" position.

Bottom line is: how desperate "they" need you, and how powerful your hiring manager is. It hasn't got much to do with HR.
