how long does it take?

3 weeks ago, I got an oral offer from a big bank. Since then it has been processes for the sign off with HR. I have been talked with HR manager and recruiters for the process, but we have been waiting for the MD to sign off for more than a week to today. Does anyone have the experence it takes this long? Could it be something wrong? Thanks!
