Most big companies doesn't allow its employee/manager make recom

Most big companies doesn't allow their current employee/manager making recommendation. It's company policy. Only HR is allow to provide employment information based on facts, such as job title, salary, and etc. Check your company's policy on this. This could be an very good excuse.
