Complaint for email received?

Hi,

I received email from a person from other department of my company.

In the email, following words were used:

(1) "Don't waste everybody's time"

(2) "Don't confuse people by making wired assumption"

Should I complaint to HR or maneger of other department or my department, or do nothing?
