I may not make it very clear about the situation

I applied the position that state posted, but not interview yet, the boss from state side knew me well as well. But now the project manager from my current company wants to talk to me and try to match my request to keep me, so they will have better situation to negotiate with state for the nest project.  Thanks for your advice
