I don't think you did anything wrong.
the license issue apparently is a question of benefit. If you know someone has certain benefit, there is nothing wrong to check with supervisor or HR to see if the same benefit can apply to you, may be fine, may be not. But HR should give a reason why not. If this was handled through HR, instead of the supervisor, it may end with better outcome. Once HR provide details of the policy regarding this question, your friend then can bring this to supervisor.
