when and how to negotiate salary?

Sorry for not typing Chinese.
Is it good to negotiate salary when the company calls to tell you that they are offering you the position? Or we need to wait until you get the official offer.
If negotiating during the phone call, how can we try to request more, but still do not risk to lose the job?
