Resign or waiting?

My friend got correct action plan after the performance evaluation. He think the paln and evaluation are completely unfair. He would like to resign immideately. But as I know, if he resigns, he could not get any unemployment insurance.

He also would like to talk with HR. But we think HR just works for managers. it is usefuless.

Last question, if he accepts the plan and starts to do this correct action plan. Three months later, he could not complete the plan sucessfully.( He think this is 100% for sure because they just find excesue to kill you!). Is this defined as fire or layoff? Could my friend get unemployment insurance?
