I am trying to answer your question.

When I was a project manager at XX company, we were budgeted to buy a test equipment for 5 million dollars. I took an initiative to create a Total Cost of Ownership model to calculate the cost of the equipment in th life cycle from design, installation, operation, maintenance, repair and disposal. I used different scenarios such as purchasing the equipment, parts and service from one supplier, purcahsing from several suppliers or using supplier consigning inventory etc. Based on the cost model, we were able to select the right suplier and negotiate the contract realing cost saving for 1 million dollars for this project.
