As per what the "xianBei Men" said here, 13k increase does not really mean a lot after tax. The decision point for a new job should also base on good company culture, an environment you like, feel comfortable with, and most importantly, a good boss. I had personal experience of leaving a Top Fortune 500 company for a mid-sized north american company for 30k increase. The new company was almost ready to agree with anything I asked for.
After joining the new company, I realized that they are very short visioned. They hire a lot seniors with very high salary but fire a lot of them very soon. For those who are fished by that company and was dumped soon it's basically disaster for their career development.
So, before you go, do think twice. Use your sense to figure out what the new company's culture like, and what would be the new boss's style and personality. They're more important than money.
