Questions about working with staffing agency

I submitted my resume to a staffing agency for an online openning position. The staffing agency wanted to meet me in person. They also wanted me to fill in an employment applicatin form for them and provided some references. But they haven't forwarded my resume to the hiring company yet. It seems if I fill in the form, I will work with the agency. Should I fill in the form and provide the reference before the staffing agency get me an interview? Will it effect my future job searching?
