How do you get accounting jobs?

Just noticed that recently most of accounting jobs posted online are from staffing company. But the staffing company always asked job seeker to sign some paper and their SSN and refences to do background before they can get job seekers an interview with hiring company. Is it a better way to find an accounting job through job agent? is this normal way the staffing companies do to find a job for job seeker?
