are you MT(ascp) or C (ASCP)

My hu*****und got Ph.D In chemstry.Two year ago He pass the test and got the certificate C (ascp)
but California did not give him CA licence .He applied for the trainning .no reponse He works as lab assistant for 3 years and his lab want to promote to be a medical technologist but california dose not give his license. How lucky you are Which state you are in
