Just stall it. If it's not your job then ignor it.

If your manager is leaving in two weeks just ignore him. Who is you immediate manager? Sounds like it's very confusing in your project assignment.

It's good to post it for everyone to review, but make sure put your name with it. If someone copies them, everyone will know it's from you. It's a good way to let everyone know what you have done.
