I greatly appreciate your kind help. I did send out the emails several times as you said but it did not work. It probably because of my boss since he would like to do every single thing by himself even he has no such energy and time to handle them.So others would think he is the only one who is in charge of those stuff and of course there is no need to ask me. But when someone has problems with these stuff, my boss would then let me deal with the problems. so , i let him to give me the authorization to take care of these. but he told me that i did not need that, just solve the problems for him. i am confusing......
