That depends what you want to get out of this email.

You just want to say congrats, then by all means send it.
If you actually have some unfinished business on your mind, and you think you can handle the unpredictable results (disappointment etc.), then you should send it.
If you are think of  showing off, better not send it. Bottom line, avoid any negative side effect.
