Why is that a surprise?

If a success in business in China is mostly due to government policies and connections, of course those succeeded will pay extra attention to the political climate. If TG's policy could give them everything, it can take it in a blink of a eye. That happened  before, remember?
Besides, it seems no money is clean,  if government wants to target anyone, it can easily achieve that with legal means. It pays to run while they still can.
