In reality, the state general fund spends a very large portion to the unionized state employee's pension fund, in return union contributes huge amount to Brown's election. How many illegalls(>1m) are taking all kinds of benefit, school,medicad, utility aid, even college schoolarship. Enough is enough, after recent local election, San Diego and San Jose already start cutting the pension payment to current  and future retiree.
