外甥女申請自費計算機碩士。現在申請困難麽？

外甥女在一個985/211學校，高考省前3000名。她GPA 90 Out Of 100分，班級32人第4. Toefl考的不理想，91分，GRE 也不是很理想。想問問現在她的情況能申請到前30名大學麽？
