2008 is the peak for China.

Russia and East Germany droped half or more after they stop doing natioanlized sports.  The point is that 2008 bejing accomplished historical dream.  It is time to move on.  Now the goal is no longer to proof some Chinese can do sports but to proof that all or at least most Chinese can do sports.  For that matter, China is still one hundread year behind.  2008 beijing show that China jump from 1600s to 1900s.  Now China need to do much more than some metals to move to 2000s from 1900s.  Frankly, your mind is still at 1900s.
