replace ignition sw could fix your problem

I found a clear diagram, the 20A fuse has no relationship with the 40A fuse.
after 40A fuse only has a 7.5A fuse and ignition switch. Compare the wires and sw, I bet the ig sw  leak.
I supose after you remove the key, leak still happens.
