Mirror lockup is for minimizing vib casued by mirror movement with low speed on a tripod... It is not applied to any handheld situation...

1/30' is not a problem with 16mm wide angle, it is ok with 50mm...maybe with IS or VR. It needs to be on a tripod if it is over 50mm or so...
