File a caim by calling truck driver's ins co first, then

make a detailed drawing of the accident, along with the photos of your damaged bumper, send them to the ins co...you should file a claim through your ins co againt other driver at the same time too, in case other ins co denies it. I just think this is the way to start, not sure the outcome though.
