It seems not only your CV joint boot is broken, but also the CV joint itself. If it's only the boot, you can put a split version on yourself for ~$10 (guess that's not an option for you).

If your left front tire is leaking, then there is no way to repair it; you have to change one. I don't understand why police will fine you if your tire is not good enough. Are you really in Canada and the law is different there. Anyone knows why?
