If your car is a popular model, you can do it at other garages.

If it is not a popular model, I would have it done at the dealer. You don't deal with the timing belt issue very often, and changing the timing is a little tricky. To me, it is more important to do it right than the price here. By the way, the dealer might recommen changing the water pump as well which might be a good idea.
