Factory in Mexico sucks

I have been to 2 assemble plants in Mexico during a academic research trip, 1 Nissan and 1 Ford plant, they only have very old robots, workers smoking in the line ...
I ask the GM what's trick to motivate them? He told me he has no trick at all, the old trick is to tell them if they don't work, the factory has to been shut down. So you tell me where is the attitude?
