car crash

Old car (1988) was hit and causing an obvious damage for appearance when my wife was driving. The driver left a phone and name and then went away. My wife did not call police then since she is not able to speak English.

Should I call the driver and request some $$$? do you think the driver will recognize what was happened by her car?
