Combining consideration of drivebility, safety and fuel economy, Malibu is a good candidate.

If you are a DIY type of person, a Crown Vic (or Grand Marquis) is recommended. Newer ones are good, but 88-91 model can be purchased for 1.5k or 2k - it drives great and sustains abuse...
