all driver need to have insurance.
You may need to go to the police department in person and request that.
At least they should send out a request form to ask the driver to provide the related information.
Lawyer won't help much since it happened in a parking lot and no one get hurt, the money you get will be very little and you need to spend a lot of time dealing with it before you get the check. not worth it at all.
