First and most important, buy a used car from a reliable source. It might (not always) be a little bit more expensive, but definitely worth it. It doesn't mean you have to buy it from a dealer. To buy from a private seller, ask your friends and pick up several good neighborhoods. Search used cars from 1. Saturday newspaper 2. www.cars.com 3. craigslist.com, and make sure the seller lives in these neighborhoods (search in cars.com by setting the 5-10 miles within the right zipcode, or limit the location in craigslist.com).
Also don't limit yourself with Toyota/Honda. You can try some American cars, too. For example, Buick century and regal also have good reliability, but they are much cheaper than equivalent camry/accord. Still, it depends on the seller. One year abuse is worse than ten year usage with good maintenance.
