車在停車場被碰 - 谘詢

兩個相對的停車位, 中間走車的路。
i moved out of the parking lot first, when i moved to the middle, the other car started to move out her lot. I stopped completely right way and beeped the driver twice, but the driver continued to move and hit my car. Could you please tell me it is whose fault?
is it her 100% fault?
